Nice "bump maps" It is not possible in anyway shape or form to put real bump maps on an object that does not use shader_environment. It is not coded into the rendering engine.
These bump maps you speak of are one of two things, the baking method which gives the false appearance of bump maps. Or glass shader, which increases poly count...

I don't think you understand the concept of a bump map. A bump map dynamically reacts to a dynamic light, everything else is a texture bake. The engine doesn't have code that can make proper use of a normal map in a shader_model tag. You may be referencing one (and even then it may not be set as a normal map), but it's properties are far from the same.
