Make it h3odst like, with Covie patrols (no brutes). Have it kind of like maze-ish or something, odst had a great dark feel to it.

Make it ODST-like campaign if possible, put a visor in it cuz the vizor's better than flashlight. Also, make some crbine jackals cause that makes it challenging :)

also how would i go about this
say if you have squads patrolling the city but they go where there positions are but how will they get to say run away or cover postions since its not a space that is meant for certain ai to go to certain places.

Run on roof tops, have pelicans/covy ships drop guys off on roof tops; have encounters the wind through city streets and connect through buildings, etc.

i was planning at the middle or end you would go ontop of the roof to kill air infantry and wait for the peli to arive

i got most of it planned out just idk how to model citys like new mombasa from odst...
i know how to do the lighting.
i got the begning planned out but idk how to design it. i think ill follow higuys advice and make it a box first then add detail later if the encounter is good.

but how would you take it down if u had a smg and a pistol and no plasmas?? because the smg doesnt do much damage and the pistol is for headshots on grunts and quick kills from a charged plasma pistol

:P i want it like the armory in odst. you gotta find the armorys throughout the map by telephones but in this case there devices that open the doors. and there will be random things in there. maybe 1 or 2 rockets through out the map.

make maybe marine allies held up in the armories, you stumble upon them occasionally, and they follow you around and join the fight, because in odst the game seemed unrealistic in the fact there were no survivors anywhere in the city center that night, which is unlikely because the way you could slip past patrols, marines could do it too.
also did you say when this takes place? because you could make both elite seperatist and brute loyalist patrols throughout the city, adding the occasional sound of warfare to whereever you are, if this takes place during or after the covenant civil war. Finally don't make just stealth scenarios, maybe make it where you need to rescue some escaping civies or take a turret to a covenant rally point and ambush them, mixing up the gameplay. this takes place in new mombasa similar to odst.. not no 7 - 8 poly buildings.
also i was thinking to have the elites be bad guys to brutes and you. it would make gameplay more difficult or maybe escort civilians to a peli bay but if they get killed you go to the last checkpoint.
idea!!!
you are a O.D.S.T your mission is to get all civilians out of the city safely while taking down many forces. but you could have the captain of the frigate tell you that to :D then you go to the armory in the ship grab the weapon of your choice. smg silenced, pistol, ar, and possibly CMT ma5k. then you go to your h3 odst drop pod. then when you hit the ground theres two drop pods there one of your odst's is behind cover sniping. the other unfortantly died in the crash and they had a assault rifle.
your first encounter will be easy like allways it will have minor grunts, brutes, but no sniper jackals.

if anyone got some overview designs they made for a encounter in paint or something post um here if I like them and they are good ill use it and credit you
also label like pink= turret purple=wraith red= brutes blue= elites
and then say minor, or whatever and what weapon perferably
