Bungie uses draft weapon models for concept art since thats not the focus, even halo 3 odst concept art has primitive model weapons
it's just a socom, but thats not the point, it's about flood.
im sure bungie didnt intended to predict the future, nor did the care about odst back before halo 1

eh they kinda did predict the future for there games because when they were thinking about making ODST they were probally like "wait what was that pistol we dropped from H1".

It's the perspective, if you look closer you can tell they're the same. The height of that weird circle is still about the same, and the round mag would indeed look like that from the side.
