The only known remaining flood are deep inside Installation 05. That is, if the Elites glassed the ring, and Cold Storage takes place post-Halo 3.

Well this questin has been around EVER since that one lucky retail player not in sweden hit the hanger of FUD with that hog. I will never look beyond the story of Halo 3 just becuase it was a trilogy. JUST being a trilogy will not stop the giant that it has become. Also, the link says nothing about Bungie making Halo 4. Bungie did announce that they weren't continuing it, and this article doesn't contradict it.

Not neccesarily. Halo Wars was not made by Bungie, and it most certainly did not fail.

There is no current knowledge of Halo 4.
