theres this video on youtube of screenshots from a game that lookde like halo but was third person the videos nake is halo before halo was this ever realeased i would love to have it if it was

It wasn't. Microsoft changed the game to a FPS, making the game that we all love / hate.

When there was a Combat Knife at your disposal and when you could have portable turrets (which wasn't used until Halo 3.) But look at Chief's shoulders in Beachparty's post. Does anyone think having that little turret looking-thing would be possible in halo CE? It wouldn't even have to work, it would just look badass.

It was back when they were still developing it for the PC, before Microsoft bought 'em up and commissioned it to the Xbox.

Microsoft bought Bungie, and they made it an FPS game. It was originally going to be an RTS game, just like Halo Wars, but that idea was taken for... well... Halo Wars.
