I have no idea on how to stop this...

Setting core affinity doesn't slow it down at all.... neither does power setting.

Since when is too fast bad?
Well, as far as I see it ain't using much CPU in the task manager.

Pretty much everything is far too fast to control.

If I were in bloodgulch: I could run to the opposing base in a quarter-second(exact) which is very annoying.
This happens online too, I run to other base and then teleport back to where I was originally standing.... why is this happening!?

Max everything out on your graphics card for halo, and in game set it all to high.
