Maybe with Open Sauce. Regularly (hey, you should know) I think there's only one slot for a melee, but I think with Open Sauce you can make another and script it to do one or the other a different percent of the time. I know Open Sauce, even the final when it comes out, can't do everything, but I think it should be able to do something like this. Besides, I doubt anyone cares >:(

The Elite Commander with a sword has two melees: One that goes vertical, and one that goes horizontal.
The animations name are stand sword melee %0 and then stand sword melee 1% so I think it uses the next animation thing at the bottom of the animations tag to select it.
Search for my Elite MP V2 tags, then look into the model animations file to see what I did for the sword.

It won't work. FP doesnt' allow permuations, neither model or anim. 3p canhave multiple melee animations.
