I dunno, designing a level 'heroically' seems logical to me. I play heroic a lot of the time when I just wanna kick back and it's pretty fun, not having to worry about dying yet at the same time using ammo wisely.

These characteristics, though, are merely a means to an end, rather than the ends themselves. Think of the question at the top of this section: if the answer is "nothing," and the player just keeps on firing away without changing their position, their targets, or their tactics, then the weapon does not embody a unique place in the weapon set.

If you look at the original Bungie Weekly updates it's pretty apparently that they tuned the whole thing to be played on Legendary.

The envionnement looks beautiful, I love those forreruner's structures on the ocean. I have another question, if I remember good, a long time ago, teh lag released the "cmt elite spv2 tags pack". In this pack, there was a special elite, (honnor guard), but it was with released with unfinished unwrap. DO you thing you will use it for TSC:E (with completed texture ^^) ?

Covenant weapons are supposed to have mysterious aspects that don't make sense to us, and make us wonder about they're purpose and how the weapon itself works.

in halo 2 they were the right size, they looked so cool! I wasn't too fond of fighting Skirmishers due to how annoying they were, but they tend to make some encounters far more interesting due to that very fact. It's pretty much the same feeling I have towards Halo's Drones. They're annoying little buggers (pun intended) that make it so that you cant simply hide behind random cover (i.e. rocks, UNSC Barriers, or the likes). Skirmishers are more of the dedicated recon units of the covenant. Fast and agile, usually equipped with needle rifles or plasma pistols, Similar to how modern day recon snipers are equipped with a Sniper rifle and a submachine gun or pistol.
With that in mind, i'd probably suggest renaming the Brute Plasma Pistol to the Skirmisher Plasma Pistol and more or less making it exclusive to the Skirmishers, where it would be far more effective in hit and run attacks due to the flurry of plasma bolts.
Also sidenoting, will there be Drones/Buggers in SPv3? Kirby spoke of (and videoed) drone AI that seem to know how to differentiate between when to fly and when to walk. Will you be taking advantage of that or will you keep them out due to their buggyness (there's that pun again)

The problem I saw with Reach's were that you absolutely had to use a headshot weapon on them, they just had way to much health. No drone plans for CMT. We already have an impressive Covenant lineup. They're not meant to be difficult to kill, just meant to distract you.

Well then, yeah thats it. Skirmishers suck. It pry was also due to Reach's Reticule bloom system. It was so radical with range weapons like the pistol or DMR. It made gamepley difficult. You guys always seem to make gameplay even, so i'm sure yours will be better...

Skirmishers were really easy to kill and much less of a concern than jackals were in Reach. Not sure how they "suck" when they did their job in Reach acting as a nuisance and distracting the player.
