From what I understand, the bloodgulch bitmap, scenario structure bsp, and the bsp itself is failing to load? could anyone provide a reason for this?

sounds like you are attempting to open a modded bloodgulch map and not the original. Some of the tag references for the scenario tag are missing or corrupt. I always make a clean backup of my tags and global files to copy them back into their respective directories then try and open the sceanrio tag

Actually, his "levels\test\bloodgulch\bloodgulch.bitmap" tag is corrupt. Sapien couldn't even read the 108 byte body after the 64 byte header. The tag is literally garbo.

I think I know what happend. You downloaded a older version from HEK+. I did the same, and the older version always corrupts the bitmap file. Therefore you get the error. Just use the new HEK+ from 2006 and extract the bitmap tag again.

No, don't use hek+, use refinery. It's the most accurate tag ripper. Hek+ is garbo.
