Been wondering a few things for a while. When I play halo at 60 frames I start having some issues. In certain parts of some places I'll get flickering and such. I would record a video but my fps drops when doing so and the problem then goes away. Does anyone know anything about this? Is limiting the fps to 30 the only solution?

Halo Animations are locked @ 30fps, as its hardcoded into the engine. The flickering is there because at 60 FPS your seeing each frame of the animation twice (2 x 30 = 60). If you played at 120 fps and had a monitor capable of doing that, you'd see each frame three times. You can play at a capped 30 fps, which is what the game was designed for, but most people these days prefer 60, and put up with the double framed animations

I cant seem to ever capture it when recording with fraps, so you could just always have fraps recording...

I know my machine isn't very impressive at all but how is this not enough? I'll try what altis said and if it doesn't help then maybe limiting it to 50-40 fps might since that's what fraps lowers it down to making the problem go away.

Altis solution did provide some benefits though. The problem went away somewhat in the areas that previously had problems. It. isn't as bad as it was before at least. My FPS did suffer though so I had to remove my AF and MLAA to maintain a stable 60 FPS. Better than nothing I suppose but if anyone has other suggestions please do. It isn't as bad as before but it is an eyesore. Thank you Altis by the way. The problem seems to be related to areas where the glass has reflections for some reason.
