It's a fight for Net Neutrality here in the US. ISPs want the power to put sites in a slow lane, so it'll take a significantly more time to load. The only way to get these sites up to speed is either A) the site pays the ISP more money or B) the user pays the ISPs more money. And it's looking like option A is the current route with sites like Netflix ready to pay certain ISPs to keep their site fast.

The issue with this is sites like Halomaps (or HaloCE3.com) may get slowed down due to the downloads here, but we will have no way to pay for the bucks the ISPs want to keep our site in a fast lane. Thus slowing down our websites even though you may be paying for high-speed internet.

It was designed that way so as not to impede access the whole day. You can go to https://www.battleforthenet.com/ to read more and/or sign the petition.

Funking hell, why would you slow down CE3 Net traffic?
