Maybe the new armor is an alter ego, perhaps the UNSC thinks he went AWOL, but he's actually part of ONI now. Within ONI, he can search for Mendicant Bias, but more importantly help find Catherine Halsey. Halsey has the second part of the Janus Key, which would also play into humanity taking over the mantle and becoming "Guardians". (Theory taken from Halo Follower forums)

anyways I understand some people don't want an "open-world" Halo game but if it does wouldn't it be cool to have some RPG elements and have some sort of "stat" upgrade element, ala farcry, borderlands?

Supposedly they might be releasing a Fallout 4 to come with the xbox 1 so they don't have to use the same engine like they did with Fallout 3/New Vegas.
