I've just recently installed the 64-bit version of Windows 7 and this time around custom edition doesn't seem to be working properly. Normal halo PC works absolutely fine with no problems as well as unmodified custom edition (though I keep getting error messages telling me I don't have enough RAM despite having 8gb :/) The real problem starts when I try to add a custom map into the map folder. I tried loading the latest bigass beta in and when I tried to start loading the game, it immediately crashed to the desktop without making it to the main menu and showing an exception error message. Like I said before, as soon as I remove the map from the folder that game runs perfectly and I know for a fact that the problem doesn't lie with the map file since it worked fine on 32-bit.
Does anyone know the cause of this? Any help would be great thanks.

perhaps it is a UAC related thing? What do other custom maps do when you install them?

I'm fairly sure it's not UAC related, I've got full admin privileges. As for the maps I also tried loading delta ruins and extinction. Although I did manage to load the game this time whenever I fired a weapon in either of the maps severe screen tearing occurred. Putting on vsync fixed that but tbh I'd prefer to keep it off since I didn't have any issues with it on my previous build.

I would suspect the Video driver. Be sure it is the latest version and is the 64bit version of the driver. Also in the driver settings turn off or set to "application controlled" the Ant-aliasing settings.

Well this has really got me stumped. I've updated to the latest AMD drivers (13.12), put all settings to application controlled and re-installed Halo but I'm still seeing the same exceptions and screen tearing. I'm beginning to think that the fact that Halo is a 32bit process but I'm running 64bit is causing this.

Try running it in compatibility mode for windows 7 and click the run as administrator button in properties. It's a stretch but doing that for my friend when he would get exception errors helped get rid of them.
