Water is a plane. You can texture the plane for water, and then add fog, ect. The ground under the water plane should be a different ground shader so it can be changed to water. I learned from a tutorial somewhere on here http://hce.halomaps.org/index.cfm?fid=2226

yes it paints the light map on the ground under the water and it works fine. aslo useful for brightning up a map with some off white colors. other usefull fetures.
