What are the ports that people usually use in Halo? Because, I don't want to spend a few hours just to re-install windows. If I do, I lose most of my stuff and games like, NFS: Pro street (Just Installed today) and NFS: Underground 2. Includes simple low-res tiled textures, a simple spec and a bump for the grate incase you wanna do any baking into the diffuse. Also, you'll have to scale it to foundrys bsp. I can't guarantee that the SMG won't break the spawning of the weapons in classic snipers or rockets. I'll check, but if it does interfere, we can't use it.
It would sure be nice if someone could have that rack in tag form by the time I wake up tomorrow (11:00 AM California time)
None of this will happen if there is insufficient tagspace, though removing the needles would probably help, like you said.
Prepare for a possible fix you server hosts and downloaders.

It's not absurd when that's how it was balanced in Halo 3. It feels like a pea shooter at the moment and it doesn't do particularly well at any range. The AR and the shotgun absolutely dominate it at close/medium range and at distance you're better off with the sniper, rocket launcher or just spamming the Brute Shot across the map. It could be the spread or just the netcode rather than the damage. Right now the two bases are just empty rooms. The Halo wiki says it takes nine bullets to drain shields with the battle rifle in Halo 3, plus a headshot to finish them off. I didn't see how many shots to the torso it takes to dispatch an unshielded player, though.

Regardless of the settings, that is how it goes in Halo 3. A quick search of Halo 3's weapon information will tell you the same.
Anyway, the damage in the second release is actually okay and the issue is getting the bullets to land on a moving target. It could be down to magnetism and/or bullet spread, possibly affected by the distance from the BR (reticle changing from red to blue) but it's hard to say without some tuning and testing.
