are you looking through the data folder, or the tags folder?

Try comping the sounds at 41000 ogg quality.
Your tool command should look like this:
tool sounds sound\spiral_sounds\marinefem_dialog ogg 41000
Or try:
tool sounds sound\spiral_sounds ogg 41000
If even that doesn't work, try:
tool sounds sound ogg 41000
If THAT doesn't work, too bad.

I swear the quality should be 44100 not 41000.
Using tool to compile ogg rated sound files, you can either input the bitrate or its quality.
Bitrate for halo is most commonly 22050 hz or 44100 hz (example with 44100hz is sound\spiral_sounds\marinefem_dialog ogg 44100).
When using the quality flag, you type a number from 0-1 where 0= lowest quality and 1 = highest quality. Decimal numbers between 0 and 1 are also accepted (example with highest quality is tool sounds sound\spiral_sounds\marinefem_dialog ogg 1) Edited by XlzQwerty1 on Jul 16, 2012 at 07:34 PM

Have you recently gotten a new PC? Because my PC can't compile sounds. It might be a techncal issue, driver or sound card issue.
I confirmed this with Higuy, and my friend Bungie LLC. I sent them both the sound file I was attempting to compile, and put them in the same directory.
Higuy & Bungie both successfully compiled it, and I didn't.
Another issue might be that the tags folder is too packed... haven't tried that one yet o_o
Anyways, good luck with your issue, and hopefully my information is useful.

Found the problem. all the files have different Hz! wtf I exported them all as 22Hz. ...
so I used the resample tool to convert them into 22Hz on audacity and when I export it the files are back to there original Hz.
