I think the problem is that the sniper always maintains z up. There is a checkbox in the weapon or gbx model that is called "always maintains z up" or similar, uncheck this.

Scroll up and read people, they figured it out, he needed a grounpoint marker in the weapon model\collision.

It doesn't really look like it is maintaining z up though (unless the model is at a really strange angle in max.)
It looks like your groundpoint is messed up. You should make sure that your groundpoint is positioned and rotated properly.

The easiest way to get a ground point that is rotated correctly if you are not used to working with them is to just import the nodes for an existing weapons (like the assault rifle) and delete everthing but the ground point. The you can just move it in or out a little if your weapon is thiner or wider.
