So when i type tool bitmaps and then the directory, i get this error:
usage: C:\Program Files\Microsoft Games\Halo Custom Edition\tool.exe verb <options..> bitmaps source-directory Couldn't read map file './toolbeta.map' WDF!! |

run it in compatibilty mode? |

you don't need any of the *beta.maps. that isn't an error

What exactly do you type? and where is the folder with the tiffs in it?

I'm pretty sure you don't tack on the 'bitmaps' to your directory, so your command would be:
tool bitmaps levels\mapname Now I could be totally wrong, since I don't memorize these kind of things. |

it's definetly tool\bitmaps\nameofmap\bitmaps.
