how do you make a .sound file.
i tried and the tool said Importing sound or compiling for a long time

It might help if you could say what kind of sound you are trying to make, where the source files are under data\ and what format they're in, and what tool command you're entering. This is good stuff to include in any help post.

Anyhow, I made a tutorial on this a long time ago on a web forum far, far away:

If you're not up to that, here's a condensed version:

1) Make sure you have the Xbox ADPCM codec installed on your system (find this via Google). I'd like to note that getting the Xbox codec installed and functioning on a Windows version above XP can be at best a hassle and at worst impossible. If tool spits out some horrible error when you try to compile with Xbox compression, this is probably your problem and unfortunately I think you're out of luck. For reference, here is the error I've come to recognize when compiling without the Xbox codec:

2) Save your sound with the appropriate settings (see the above tutorial) as a .wav in some folder inside "data". For the purposes of this explanation, we will assume it is saved in "data\weapons\butt\sounds\fart\fart1.wav".

3) Compile your sound using tool; the usage is "tool sounds . In this case, valid commands could include:
"tool sounds weapons\butt\sounds xbox 1" - use Xbox compression for an impulse sound (if you're not sure what kind of sound you're making this is most likely correct). NOTE how we only enter the directory under data and exclude the directory with the .wav files; "data\" is not at the start of the command, nor is "fart\fart1.wav" at the end.
"tool sounds weapons\butt\sounds ogg 1" - use ogg compression for a background sound or music

4) Edit your sound in guerilla, changing settings and recompiling as necessary. See the in-depth tutorial for information on this.
