Are you talking about regular single player out of the UI, or custom singleplayer maps?

You have to type in the console "map_name a10" then let it load. After that, remove the console by hitting ~. If it doesn't work, then I don't know.

I typed everything right "map_name example", and it shows the screen like its loading the map. It will even eventually play music from the campaign level very slowly and repetitively. I downloaded one of the custom ui files with campaign support and got the same result. However if I run the original non-custom edition Halo I can play campaign. This problem only occurs on windows 7, if I switch to XP then everything works perfect besides the fact that I need a different Halo CE installation for it. Windows 7 is my main OS so it's a bit inconvienient.

Have you tried running CE in Compatibility Mode?
(If you don't know how to set it)
Right-Click on the Halo CE shortcut (or .EXE)
Select Properties
Click on the Compatibility Tab
Click the checkbox that says "Run in Compatibility Mode"
From the drop-down menu, select "Windows XP SP3"
Click Apply, then OK
Run Halo CE.

I discovered the real problem, it was a corrupt profile. It was corrupt in my windows 7 documents folder but not my windows xp documents folder.
