You can't in Halo... there's not scaling in the animation tag anyway.

yeah you can. it works for energy swords

just make sure the bone sizes are all 1.0 in their default states or crap will get screwed

In my experience, scaling during animations works but is a little picky (see: what the above guy said). I believe it can only scale all axis uniformly - so, no scaling things only on one or two axis - it needs to be all of them. If you try to do it on only one I don't know what happens but I don't want to find out. Other than that you should be fine.
