Is it possible to have an area without fog UNDER water like so:
WATER WATER WATER FOG FOG FOG FOG CLEAR FOG

Never really played much with fog, but i think you can do that with portals.

you mean basically a region under fog that has no fog? If so, I think it won;t work. I tried doing something like that I think and it just did not work.

Fog planes have to be completely flat, so it could only be: WATER WATER WATER FOG FOG FOG
I haven't experimented much with fog planes, but I know they can be placed horizontally, so its: |->Fog |->Fog |->Fog |->Fog
you might be able to do something like this: fog| |fog fog| |fog fog| |fog
Not sure though, haven't messed with fog in a long time.
