No-one is obliged to release anything. I'm pretty sure BP has left the HCE community, and I don't think either of those were released.

Besides, that HUD is ridiculously fugly.
If anything, shouldn't it be green, given the fact that the only kind of HUD marines have is a green eyepiece? |

The map in the video is called Quid Pro Quo. It was being worked on by Paladin over at Modacity a while ago. Not sure if he still is though, I just searched for the thread and haven't read it yet.
