I can make maps just fine, but i can only put them in raw files. (saved in C:\Program Files\Microsoft Games\Halo Custom Edition\data\levels) I wan't to know how to make it into a regular .map file. Do I need a program or am i just missing something? (Yes the map plays just fine)

They are under the levels folder as a .bitmap, . scenario, and a .scenario_structure_bsp

Actually, it's the very first place i checked, and i've already said that it's saved under the tags folder under levels, and it works just fine, but i want it as a .map file so i can send it to my friends. Quote: are you running vista/7? then you need to make sure tool and CMD are both set to run as admin yes i am running vista, but the cmd and tool are both working just fine, and i don't see how it will make my map into a .map instead of being saved as many different files. like i said, it comes up in halo, and plays just fine, but it's not a .map

Tool won't accept that command, as you surrounded the entire input line with quotes. Thus, command prompt reads it as one command. Instead, type
tool build-cache-file "levels\bliss\bliss"
