My idea to make it works would be to have a vehicle floor set at the same level as the water and have the vehicle type set to flying. Then somehow make it so you can't pull up in the vehicle. That way, you would always be "floating" on the vehicle ceiling.

So my question is, would this work?

You could make new physics for your boat vehicle. It would require some work, but basically. If your water plane is 20 max units above the ground, then make some new physics markers and move them like 20.5 units down. Then re-export. The general idea is to have the physics markers constantly below the bsp, so the vehicle can never pull up. If you make the vehicle type "alien scout" then you can't control the altitude either. In theory it should work.

E: oh wow, I just thought of a much simpler way. Set the vehicle type to alien scout, then in the physics tag, go to powered mass points, and set up powered mass points (use the ghost as a reference) If your water is 20 units deep, set the antigrav height to 20 units. Then you will always hover 20 units above the bottom of the level, but you'll need to have the sea floor perfectly flat.

couldn't you use scripts to restrict it to the water?
