a bit off topic but sense its halo im posting it anyway
Well first you would start off as the arbiter discussing with the worlds leaders on whether to go after the master chief (it has been 3 years since the ark incident), and they have just received the transmission from Cortana. The humans want to go back for the chief, because no soldier gets left behind. The elites however, are not so sure. They're worried about re-encountering the flood.

So, the elites find a huge secret on earth about the spartan II project.

Fearing that the elites will use it against them, the humans deny everything. The Arbiter disagrees with the humans, then he starts to plan, how to annihilate the human race.
While this is going on, the Chief lands on an unknown planet with sentinels,(possibly the forerunner home world). They know who he is, and what he did to Installation 04, and fearing for their world, they imprison him in a secret forerunner grave yard, so he can witness the greatness of the Forerunners.

Seeing what he has to happen, he breaks out.

He then see's the spirit of fire has just exited slipspace detention (*forgot name* found a way to escape with out a warp drive) . Chief contacts them, hoping they'll pick him up.

When on board, he soon finds out that the ship has no idea of what has happened after reach! The Chief plots a course back to Earth, a journey which will take at least 5 years.

He exits the slip space stream, and to his horror, he sees the Earth has been nearly glassed. He meets the arbiter (knowing that elites are the only ones capable of doing this) Chief then attempts to take his revenge for what his kind did to the Chiefs home planet.
chief's suit locks before he delivers the final blow. the spirit of fire crew then take arbiter prisoner
They are told that the military has developed 2 weapons that will help then win the war. Project: kracken, and Project: Draco,

Draco will evacuate surviving humans, while kracken is an downgraded version of the NOVA bomb (7 nukes). It will be launched from a mobile command post, sort of like the Scarab. The Chief is ordered to defend the prototype when the elite war ship Mercy Against Assassins, the biggest elite war ship in the entire known universe, makes an attack. it is belived that every elite commander is on that ship, once the bomb goes off it will kill chief and destroy the ship along with him

Master chief is escorted via Pelican to the command center, but the Pelican crashes. He is forced to drive to the center via troop hog.
While he is driving, the elite war ship is FIRIN ITS LASAR. When the Chief finally reached the command post, he arms the kracken prototype.
after 30 seconds on defending he sits down and waits, (lots of dramatic music starts ) the timer beeps repeatedly and *BOOM*. *LEGENDARY AFTER CREDITS ENDING* Cortana starts talking in a sad near crying voice "so.. this is the end, after all of this its the end. your the only one who could save them, and you did. you did the right this when no one else would, and you gave your life to protect them. *halo theme fan fare starts* you are the guardian of earth and all of its inhabitants, and now they have nothing. except.... they have you. *cheif turns head ever so slightly* (chime dings with fan fare)

*STORY OVER*
ok guys what do you think of it? i like it because it ties into halo wars, which makes the entire halo wars story cannon.
now i know i spelled kracken wrong, why? cause the spell check sucks!

Got to say I really hope that never becomes the plot of a Halo game. I like trying to tie in the whole Halo Wars part but Humans fighting Elites I feel breaks there character. The Elites are supposed to be honorable and they have realized they were misled, and the end of Halo 3 my assumption was that they went home to try and put the whole 'Covenant' business behind them. If anything they now know they are indebted to the Human race for stopping them from killing themselves.

Also the Human race would have to be the dumbest friggin' things to exist if they tried to start a war with a race that had just put aside it mission of "kill all of them", in an effort to stand beside them when they needed it most.

Oh and isn't the SoF just drifting because they destroyed the ships energy core?

read first sentence, and i get a sense of bad. You should probably consider getting into the storyline more, and also make something more creative. Doubt the forerunners would show some grudge against chief for destroying one of their rings. Also, there arent even any forerunners left in the galaxy.....(Which they mention in the games and the books..But with other words.)And chief is a Spartan, and spartans doesnt fear anything.

no offense, but that doesn't even sound like a cool game, no canon! also, chief is missing for at least 73 years, I have read about people thanking the chief 73 years later, I have my own Halo 4 story, I would like to share it, but I don't have time to write the whole thing, it would literally take an hour and about a whole page of text

it is possible for cheif to be scared anythings possible, plus i have played all the halos and im pretty shure he was scared of the flood when he first met them

The chief is never scared. Only the player controlling him.

No.

a) Many humans weren't born on Earth
b) Quite a few humans held disdain for Earth, and didn't really care much for it. Even though that was where humanity was established, they held more towards their homeplanets than the center of their totalitarian government.

What are you talking about... First of all, forerunners, made there rings and worlds not for warfare, actually, they were against warfare. Second of all, when designing a character, and if its human, well, its still human. Chief may have seen alot out in the field, however he still has emotions and probably was a bit frightened when coming in contact of the flood the first time. He may be a ghost in a shell, however we all still know the character fairly well. Third, there are forerunners left. Because, humans are forerunners. 343 GS tells chief this in the last game before hes killed. Something must of happened before the forerunners set off the halo array becuase they were able to save a small portion of themselves or something, hence then going to earth..

Halo 4 won't exist. If there is any sequel to Halo 3 it will be under a different name because all the halo's are inactive.

Tell me where did i say anything about them making the rings for warfare. And no, Spartarns are not "Human" at the point, They have gone through so much they loose their humanity, and they can feel emotions i guess, but i think that in chiefs opinion, atleast i got that feeling from reading the books, that Spartarns shouldnt fear. Would explain how he also survived everything(From the book perspective here, not the game) And i dont think he was frightened, more confused. What happened was the Forerunners Anti Flood AI betrayed the Forerunner, giving the flood a chanse to stop their plans. Also on the matter of forerunners going to earth, i dont think so. Didnt Bungie make a comic before Halo 3´s release about a human looking at forerunner structures at earth , and it says something about "If I ever will get to meat these gods" or whatever, And i think that the humans had potential to the forerunners, And the humans were sent to the ark and they survived and then returned and the end.

Forget about halo 4. If you want to write halo write about something thats 100% from scratch, there are still holes in the halo universe.

And I´m lazy:(
