how do i make my AI smarter like hide for cover, fire more ( like even at rate of fire 0, they still only fire like 4-6 bullets per time), and move around more?

and is it possible to set the rate of fire to like -5?

Don't change the firing rate. Change the burst duration. If you're doing marines, set it to 10 to 10 seconds, making them fire full auto.

Next, AI cannot be smart, they just look like they're smart. Change various points in the .actor such as dive for cover chance to do that.

And no, its not possible to set the ROF to -5.

AI school, etc.
Start by setting up more realistic shooting positions and such. The AI cant calculate good places to do actions without you defining them. Also give different AI squads different shooting positions. So don't have a marine with rockets shoot from an area that is crowded with a bunch of objects. And don't have a sniper right in the front lines of battle.

and if your having an encounter spawn in a battle zone or somewhere out of that battle zone and will move towards it; give it a "guard at guard position" state...
it will make them get out of cover if they think they are safe (or strong enough to kill someone) unless you want your ai to do something else, like go back and forth, or to just sleep, i would suggest to give them a different state. otherwise my opinion would be to go into a "guard at guard position" state.

If they're too far away from anything, and they don't see anyone, use the ai_magically_see_encounter command in a script. That, coupled with guarding at guard position, makes them attempt to attack the enemy.
