Umm lets see.. Turn down the settings maybe, and maybe it is your internet connection, don't have a ton of programs open when running halo CE.

is vsynch off in your graphic card settings? That might cause tears.

That is your problem. Set Halo's screen resolution to the lowest it gets, and set all the settings down on the Video options. Screen resolution will have the biggest effect on your fps. If that is not enough, run Halo in (Halo's) safe mode.

oh for the love of god. the english language is so stupid.
i thought he was referring to tears as in crying, not tears as in graphical tears, so i was sitting here trying to figure out he was talking about

Well how about we do this, earn some money via a job, then buy a new computer. That will solve your problem. If you can afford it get a gaming one, they are the best for gaming obviously. I used to have this problem I got sick of it one day and waited like 1 month and saved up some money and bought a nice computer and I still have it today, how old is your computer? It might have a bad graphics card.

Well then you might just have to put up with it then till you get enough money, or nicely ask your mom and dad to maybe buy a newer computer, maybe even for your birthday or christmas.

haha if i were you i would try to get this laptop acer aspire 5315-2153 i personaly have one it rocks it can take 3gbs ram any dual core socket p prosscesor very nice right out of box and an ok integrated graphics chip perfect for halo if you upgrade ram it can even play halo 2

wellp if your compy has a PCI express slot, then you cant get a shiny new OEM NVIDIA 8300gs for about 15$

also make sure it doesnt need extra 6pin or 8pin pcie conenctor(usually when there are fans ) cause if ur PSU dont ahve it well itll MELT! lol...naw not melt but be uncomfertable, i had the intel integrated, i dont know what number they all suck, then built a brand new pc for about 500 bucks witha 7300gs, a big improvment, then new 4830hd saphire. then ran into problem of not enough pwoer so instlaled a second 400 whatt powersuppyl :D

Normally on a laggier computer, it's better to set fps to locked at 30...
