How do you put a +sky on a map you extracted the BSP from with BSP tag extractor. Because there is no where to assign it to. So where do you?

make a big box that encloses the level, then assign it the +sky material and link it to your frame or attach it to your level.

Doesn't work if there's open edges on the geometry. Use the create tool or Cap Hole modifier.

there is probly an easy and quick way, if there is a border around the top then just shift drag the border (of the cliffs) up, then make that border planer on the z axis, then "cap" it.

In the border selection tool (or any tool), select the border then on the right (somewhere) is a "make planer" button (this will average out the border and make it planer in that way). You want to press the "Z" button just next to it (this will make the border planer on the z axis).
