name says it all:
I have a tank named 'cine_tank', so how do I refer to it for vehicle_unload and stuff when it says ?

Wherever it says "vehicle" in any command, or even "object" or "unit", since a vehicle can be considered all three, you just stick the name "cine_tank" in there, with or without quotes. You don't need quotes since there aren't any spaces.
For vehicle_unload, it would look like this:
vehicle_unload cine_tank ""
Which would unload everyone from it.

The "" represents what seats you want to unload. For example, if I had a warthog, if I typed in (vehicle_unload hoggy "")
That would unload everyone. Whereas (vehicle_unload hoggy "W-driver")
Would unload only the guy in the driver seat.
