It's done in Sapien, rip Assault on the Control Room or Coldsnap for the .weather_particle_system.

In sapien, look at the bottem of the menu (I dont know the names of each thing, only their locations, and besides.. with my low avaliblity, I havnt been in sapien for like 3 months lol) you then click your weather palete, fill it in, and then go to the cluster you want to apply the weather to (you'll most likely only have one cluster, so it shouldnt really matter) |
