Add following class to your torque 3D source code:
class Tag { Tag(); ~Tag();
initTag(std::string TagDescriptor); applyTag(); }

Stop trying to make something way to ambigious for your experience
just start with unity or gamemaker:studio or something, there is really no better way to learn making games like that
and before I forget to mention, you should at least have a few years of experience with making games to make a fan-made halo game with the scale you got in mind
so to make this easy, experience will get you there
(PS: I got 2 and half years of game making experience, and even with that I'm pretty sure that I can't finish my fan-made halo game on my own :/ (Not that I've got the time for that cuz of school -.-))

You seriously need to stop. I know that it feels like you can do anything, but you have to face the facts.
Your project is going nowhere. And it'll get nowhere, ever, if you can't even decide what to use as a foundation.
Unity 3D is a very versatile toolset. It gives you literally everything you need to make a game, and what you don't have or can't buy there are free alternatives for.
TL;DR stop asking questions and do something worthwhile. When you have wild ambition like this it can be hard to realize that you have made 0 progress, but you can get there. The key is to just do it.

The good thing about UE4 is that there's a ton of very decent Youtube tutorials made by Epic. They'll ease you right in. The introductory ones are usually no longer than 15 minutes.
