Newer versions of 3ds max work well for animating too, you just need to have correct animation exporter.

Blender is based on Python code, and I think Moses or Sparky now about that, but Sparky isnt here so i think you should contact Moses

its like 3ds max, but it is free, the problem is that doesnt soport ms scripts so doesnt have use for halo heres the website https://www.blender.org/
