One of my testers has an issue, where when he presses E to reload a weapon (or uses the controller's mapped button), he will always pick up a new weapon if he is standing over one. All he does is tap E and it happens, regardless of how long he presses it. For me on both my machines, I can do it just fine, and I have never heard of this issue happening before. Does anyone know anything about it? I assume it is something up with his PC and not the game.

Considering you can replicate the bug in both KB and a controller I agree it's safe to assume the problem is with the computer.

Only way something like this could happen is if there is any lag or framerate spikes that could cause double input?

In tsc:e I found I couldn't swap weapons without using the x key? It was weird

Something to look at would be the "minimum weapon swap ticks" property in the early sections of the .globals tag. Having a low value set produces results that fit the description of the issue. No guarantees though, as this would've had you experience the same thing while testing the map.

I wonder if his FPS settings could be tied to it? I know with the input for recorded animations FPS settings can mess with it. I was thinking of that settings in globals since at one point we did speed it up from regular game.. but as said before, he is the only one with issues.

Yeah his fps might be too high. PC is too good for Halo CE.
