I guess the first thing would be to decide if you are going to make a seamless tileable texture or a texture that will be applied to a specific uvw unwrap. Then you need to decide how big and what kind of texture it will be, forerunner, rock,grass,human architecture?

If its dimensions are a power of 2 numbers, yes. ,16,32,64,128,256,512,1024,2048.
