I guess the first thing would be to decide if you are going to make a seamless tileable texture or a texture that will be applied to a specific uvw unwrap.
Then you need to decide how big and what kind of texture it will be, forerunner, rock,grass,human architecture?

So if i made a rock texture in Photoshop it'll work? Like this? For Refuge (Sanctuary Revamp)

no because it won't tile correctly

If its dimensions are a power of 2 numbers, yes. ,16,32,64,128,256,512,1024,2048.

Don't stray over 2048. Halo is not meant for 2k.
