Halo kinda sucks when it comes to rain and weather so I was wondering if there a way to make objects look better like they are affected by a certain weather.

For example, a rock has water falling off of it or hitting it.

I sux with halo anyway so I was wondering if you guys had any ideas/concepts.

Watch dogs did it pretty well. This sounds really dumb as I'm typing it but if one were to use that as a reference point when making shader(s) for objects that would become 'wet' the outcome wouldn't be too bad. You could even say it'd be...specular.

From what I grasp of how this works it seems like simulating run-off using an animated shader would also work, but'd look incredibly tacky.

There are a ton of games that do it and manage to not suck; that's just the most recent that springs to mind. I think it'd really just be a matter of looking closely at a wet object and attempting to replicate it. Combine it with precipitation and you're golden.

Riding into the equation comes, IFAFUDAFI's forgotten son.

This can be achieved but, I would quit while you are ahead.
The simple reason as waffles stated would be render limits, alot of lag e.t.c

If you could find or maybe kidnap a bungie source code programmer, hold him at gun point tell him what you want.

And I will provide you with the effects.

You could look into how the old effects test map that was released by who knows who, called Valkryie_RC2.

It has a texture that, in my opinion looks wet to me. You may want to take some pointers off of that, rip the textures and see how this person did it for reference.
