so i have a bitmap that is suppose to be transparent white = transparent area

but the area that is suppose to be transparent shows up black. how do i fix that.
and for shaders i am trying to learn how to use Open Sauce but how do i get the specular maps and normal's to work properly? and the map is in a .yelo format.

Well first problem is the image is a .jpg
Jpg's don't save transparentcy. Save it as a PNG or TIF

If I was in Gimp I'd just:
Just add an alpha channel, choose white, click delete, save.

I'd assume you got this image from Mass effect. I tried editing the JPG but it's really too compressed to just select white and edit.
