I recall for CE there was a way to get the exact measurement of something in game via looking at the units of the 3d model.
How would I do this for a reach model? I need the length, width, and height of the needler, not counting the needles.

Compare anything you want with that model. And he's scaled to what, 7.04 feet? Same as the CE model? And even then I need an exact way to measure other models in comparsion. I don't like eyeballing things. Is there a tool in max that will tell me the exact distance between two vertices or something along those lines?

I halo world unit is equal to 100 default 3ds max units. I've you've changed your max units then It'll be different. For some reference, the master chief is about 30 wide, 20 deep and 70 tall (in default max units)
