No it's not something that's possible with OS 3.1 Halo Reach and Halo 4 used a different HUD system... well actually since Halo 2 the HUD has been set up in a different way. You can fake it like in that video with an animated plane in the FP view, but it's still not possible to do it exactly like Reach or Halo 4. We've been tossing around the idea and trying to figure out ways to do it with CMT too.

You can simulate most of what you want by putting a plane or series of planes in the first person model of whatever weapon you want to have the dynamic crosshair and then animate it to do what you want, and in the "official" crosshair settings, give it none.

There are multiple problems with that, one being the reticle being red, the more severe being that the bloom will not accurately reflect the weapons behavior.

What about making the crosshair as a heat meter?

That's something we're currently experimenting with. In theory, it should work fine. We will let you all know when we come to a decision on it.

I had it working, and it DOES work, but it brings out more issues as well. The reticles do not turn red either, and there's no real limit to how far it will bloom. You can't use expanding cross-hairs either, only COD style sticks or whatever.

Why not just combine the normal cross-hairs with the animated one so you can get the best of both worlds.

You would get a piece of the crosshairs that DOESN'T turn red, and one that does.

like this :3
I dont think it looks bad tbh, but any modification of the FOV will make it look ugly
