Self-Illumination is handled in the multipurpose map, just find a tutorial on making one, there's a lot of them.

Open your multipurpose bitmap in any image editor (even mspaint) and add GREEN wherever you want it to glow/illuminate. In the shader_model tag, edit the SELF ILLUMINATION section to the color(s) you want the glow to be (it doesn't have to be green.)
