Hey guys, I haven't seen this anywhere, but I was messing around with sounds, more accurately ripping them from Fable and sticking them into Halo when the idea to use Dragon UnPACKer to extract raw sound data from a sound tag in Halo.
Download the application, and open the sound file. The HyperRipper should come up.
Go to the "Formats" tab, and look check OGG and WAVE. Then go to the Search tab and press the Search button. In the main window the list will contain the raw sound in its original encoding (if the sound tag used OGG encoding, it will extract as "sound.ogg") and quality.
Just thought this might be useful to some people.

You could record it using a headset or a mic if you have one.
The quality change is almost unnoticeable.

Recording microphones aren't the best for recording from a radio, computer, TV, etc. But it really depends on the mic. It's better to use stereo mix or a sound extraction program.

There is always. Always, a quality change. And you should do your best to keep it high quality and the same. This is the whole reason why people rip and rarely recreate things from halo 2, 3, reach etc.

That's the reason why I mentioned the words "quality change".
It's just an alternative method.It might not be the best but it works.

I don't have that file here to test, but I've successfully extracted all the announcer sounds and chief death sounds. Try those.

I tried "game_over.sound" and "deathviolent.sound". Niether of the two worked.

Could you post a screenshot of the Audacity window, after you've imported a sound?

Okay, so we are getting some input. Perhaps try turning down your volume? From that screenshot, it seems like Audacity has the track fine, and something's up with playing it.
