How would I make a postprocess shader that simply displays a semitransparent bitmap and one that displays a semitransparent color filter on the screen?

And what is the script command to run it?

Pretty simple, cook up a HLSL shader to do both of what you want, with a var to choose between them, then run it through os_tool and set the bitmap reference in the postprocess tag.
