If I want a player's first-person arms to be white regardless of the biped's base color, what would I change to do that?

Open the first person arms .shader_model and set the color change source to none.

Are you sure that you are changing the shaders that are referenced in your fp arms? Also make sure that your fp arms are referenced in your globals tag.
You could also color the alpha channel of the multi map to completely black.

I made the multi map grayscale, and that seems to have worked.

That wasn't necessary. You've probably done something wrong with the shader_models, because changing the color source to none worked fine.
