That part is elaborated in the background story provided on the OP of this topic. Halsey developed the process; and the RS, being extremely wealthy, bought the patent and carried out the augmentations themselves, with very slight changes (such as the age at which recruits were deemed "combat-ready" being increased, which resulted in more mature soldiers who were better able to mentally process and manage battlefield situations).

Another piece of new information: with original team members involved in other work (understandably, as I left for quite a while), Deadhamster is joining me as a partner on this project. He was one of the key members of the original FTW team back in the day. Rerout is still our go-to man for vehicles and scenery, however. Other members are of course not excluded from still being involved, I just don't wish to interrupt any work.
