could be a few things wrong here... are there any material id's missing from your model? don't use a mutlimaterial unless you have more than 1 bitmap to apply to the same object. what are you trying to export to? could also be a problem with your model,i've seen problems like this go a way after the model has been remade.

Its just when i try to open a GMAX window, i cant even use GMAX becuase of this :(
Ive re-downloaded and re-started my computer.

what moooseguy said is very good advice,you can do so much more with 3ds. when you uninstalled gmax before redownloading it and reinstalling,did you clean your registry so that anything relating to gmax was removed? use this to keep the registry of your pc clean... http://www.piriform.com/ccleanerremember to back your models up before uninstalling.

Telling someone with a gmax issue to GET MAX is NOT good advice, and it never has been. How would you like it if someone told that to you? Seeing as you've uninstalled and reinstalled, it's not a problem with any of those settings... sometimes settings you inadvertently change can keep gmax or 3dsmax from starting.
Has gmax run well on that computer in the past?
If not, then this is definitely a computer-spec problem, sorry. If so, then you should give uninstalling another shot, and uninstall as completely as you can. Then we'll look into permissions problems and things like that. Moose suggests that you change your UAC controls-- that's not entirely safe, and it's another 'conclusion' people will want to jump to.

You'll need to search that program in your registry, and remove keys or folders relating to that program. This is something you can do if removing all files does not solve the issue. There are online tutorials regarding registry modification.
Also Slappy, changing your UAC helped you, did it not?
