Here are my specs. Why does CE lag so badly on my system? It's a decently fast CPU. I just don't get why I'm lagging so badly.
Processor: AMD Phenom(tm) II X4 B40 Processor (4 CPUs), ~3.0GHz Memory: 2048MB RAM Video Card: NVIDIA GeForce 7025 (onboard)

You have almost my same specs and mine runs perfectly, maybe you are running too many aps in the background. Try downloading Game Booster and Switching your theme to Windows Classic.
If it is multiplayer, could be your internet connection or the Firewall your AV uses or Windows Default Firewall.

My computer with those specs lagged a little as well. But when I got my new computer (my stupid exceptioning one), it ran fine. I guess I traded hiccups and dependable performance for smooth framerate and exceptioning.

How old is Halo now? lol Halo was made back in 2000/2001 My video card shouldn't be having any problems. My video card drivers are all up to date.

i had the same problem a while ago. it could be bad ram,if you have more than one stick,try taking one out then try haloce,do the same with with the second stick.mine wasn't a ram issue...
and lastly run a scan,i see avast gets mentioned quite a lot...i use it as well and have in the past noticed nastys in my windows\temp folder...they got past avast and comodo.they turned out to be trojans CAV files if i remember right.after that i was fine.

Sometimes even though your computer can kick ass, they can't run decals. No one knows why I guess, but try turning decals off.

Try safemode and see if there's any difference. If there is, then your PC is probably having trouble rendering something specific like the active camo effect or something.

Halo CE = Unoptimised POS. I have an excellent build and FPS can still drop to a minimum of 23 at times.

Halo CE lags as *blam* for me too! On our old XP it was running really smooth, and believe me, that machine is crap! It's from 2004. Now I have a laptop running Vista, with way higher specs than the old XP, and it can run most older games (from 2003 - 2005, some newer games too), but it can't run Halo CE without lagging! I went to http://cyri.systemrequirementslab.com/CYRI/ to see if I have the specs needed, but the video card failed  But look here, this is what is says: Video CardMinimum: 32 MB Video Card, T&L Capable You Have: Mobile Intel(R) 4 Series Express Chipset Family Upgrade Suggested: Unfortunately, your Video Card does not meet this requirement. Click here to see some recommendations. Maybe your graphics card doesnt support old DirectX or Halo doesnt support your graphics card.

Sure, you have 1.3Gb, but the processing unit is slower than molasses. As for Pwnr*insert string of numbers here* I believe it's this is a similar issue with your system. The integrated Nvidia processing unit you have is a bit sluggish in the frequency department. A 300Mhz RAMDAC, 128Mhz Pixel Shader, and a Core Clock of 560 something Mhz, is slow. It's the chip man. Funny because my pc is: RAM: 3.00 GB (2.73 GB usable) Video Card: *provided* AMD Anthlon II System type: 64 bit OS: Windows 7
I run with 1400 x 1050 with everything high and on and I dont lag.
Ermm, open task manager and see if you could close some programs that you don't need running? eg steam.exe
I don't know what your problem is but my FPS is around 50.

alright, it doesn't lag anymore  I just needed to disable decals! But funny is, it says I have the required specs for Half Life 2, but not for Halo CE...
