Do I really need a motd file to run a dedi server?

Cuz in HaloCED it says is running but when I open HaloCE is not there

I can't join my own dedi either. Can people join their own dedis at all?

I started a dedicated server and can't connect to it

Didn't we played on Il Duce's dedi last time with him on it?

I don't know, in the vids in utube people could join their own dedi, I just can't find it on the list.
