Is it possible to use the right hand unattached to the weapon when animating for like, 1 animation (draw)? I want to sort of use the right hand to pull the stock from the gun. yes except idk if your gonna be able to animate well enough to make it look like its linked, like he actually holding the gun.

You won't need to worry about whatever links you make, as long as all the things you want in the animation are linked to a parent node in the end.
When animating, you might not want to unlink the controller from frame gun, because then when you link it back, everything becomes effed up animation-wise. You should keep your ik controller linked to a node in a consistent fashion.

well, can you link it and then unlink frame gun, then relink it after you are done the "right handed" animation part?

You could, but it would be a bad idea. Once you relink it, Max/Gmax will think that you want it linked throughout the animation, which will skew the animation.

Dammit lol, Does unlinked for only one animation work, where every other animation is linked, and only one animation is unlinked?
