if you creat a standard light 3ds max in your map and export will it compile in game?

no.
not unless you are doing your lightmaps in max and using aether or whatever it is.

how would i add
lights then since the airbrush tool doesnt work.?

either place dynamic lights or make some shaders have a light emitting power or both.
