How do I get the cutscene text to appear (the letterbox 1 script command will not allow it)

Yeah...

Is there any other script command that can get the cinematic text to appear, or is it impossible?

You worded the script wrong. I can;t see the whole script, but I think it's either:
-Flawless cowboy looks like two arguements.
-Flawless cowboy is in the wrong spot, and your arguements are out of order.
Use (cinematic_set_title_delayed )
Define your cutscene title. 1 works as a real.
